new forum, and imported articles

This is slightly related to the other work I was doing. I've added a new Announcements forum where 'transient' items (ie/ event updates and short notes that don't need to appear in the news archives) can be posted.

While I was playing with the forums I also migrated the old 'opinion' articles into the Opinion forum. They fit a little better there than in the news structure.
